In the case of noem’s husband, he’s not engaging in crossdressing because he’s trans. It’s kink behaviour, specifically humiliation, because in their worldview, there’s nothing more humiliating and degrading for a man to be, than a woman.
In that way, this is ideologically consistent; ‘the wealthy get to do whatever they want in private, the poor have to keep in line and behave, men are better than women, so pretending to be one is humiliating’, they don’t see hypocrisy, and if they did, they wouldn’t care
